Obiettivi Formativi

Il corso si propone di offrire agli studenti una conoscenza critica dell’evoluzione storica delle istituzioni giuridiche e politiche italiane ed europee in relazione ai fenomeni della vita sociale e del potere politico, nonché ai loro valori fondanti. Si cercherà di sviluppare la capacità di comprensione e conoscenza dei fenomeni politico-sociali della storia istituzionale italiana ed europea. Nello specifico, l'insegnamento si propone di ricostruire e discutere criticamente la genesi e lo sviluppo dei diritti sociali e dello stato sociale in ambito italiano ed europeo attraverso una serie di tappe storico-politiche fondamentali.

Learning Goals

The objective of the course is to provide students with a critical knowledge of the historical evolution of Italian and European legal and political institutions in relation to the phenomena of social life and political power, as well as their founding values. We will try to develop the ability to understand and know the political and social phenomena of Italian and European institutional history. The course aims at discussing on the genesis and development of social rights and social state within the European context through a series of relevant historical-political moments.

Metodi didattici

Il corso è svolto sostanzialmente attraverso lezioni frontali e seminari tematici, anche a carattere interdisciplinare, volti all’approfondimento di alcuni particolari aspetti della storia delle istituzioni politiche e sociali.

Teaching Methods

The course is structured in lessons and thematic seminars (also with an interdisciplinary approach), directed to develop some particular aspects of the history of political and social institutions.

Conoscenza delle linee generali di sviluppo della storia italiana ed europea dei secoli XIX e XX.

Students must have a knowledge of of Italian and European history, in the 19th and 20th centuries.

Colloquio orale sugli argomenti trattati nei testi in programma, nelle date riportate sul calendario degli appelli degli esami. Il colloquio sarà volto ad accertare, oltre ad abilità e competenze previste dagli obiettivi formativi e dai contenuti del corso, anche capacità espositiva e proprietà di linguaggio.

Assessment

Oral examination on the topics dealt with in the course texts, on the dates indicated in the official calendar of exams. The examination will be aimed at ascertaining, in addition to skills and abilities related to both learning objective and course syllabus, also expository skills and correctness of language.

Programma del Corso

Definizione della disciplina. Il costituzionalismo moderno. Le costituzioni del 1848. Lo Statuto di Carlo Alberto e la definizione del regime parlamentare subalpino. L’unificazione politica, amministrativa e legislativa del Regno dItalia. I rapporti tra Stato e Chiesa. La sinistra al potere. I rapporti centro-periferia e le riforme comunali e provinciali. Le riforme elettorali, il suffragio universale e le leggi sull’istruzione. Le polemiche antiparlamentari. La crisi dello stato liberale. Giolitti e lo stato sociale. La I guerra mondiale. La fine dello stato liberale e lavvento del regime fascista. Gli ordinamenti dello stato fascista. La caduta del regime fascista e la tregua istituzionale. Il referendum istituzionale e l’Assemblea Costituente. La genesi della Costituzione repubblicana e il compromesso costituzionale. Particolare attenzione verrà riservata alle azioni pubbliche e private attuate in Italia ed in Europa nel campo delle politiche sociali tra la fine dell’Ottocento e i nostri giorni.

Course Syllabus

Definition of the subject. Modern constitutionalism. Constitutional models and experiences between eighteenth and nineteenth century. Carlo Albertos Statute and the definition of the Subalpine parliamentary regime. The political, administrative and legislative unification of the Reign of Italy. The relationship between the Italian State and the Catholic Church. The Left party in power. The relationship between centre and periphery, the municipal and provincial amendments. The electoral amendments, the universal suffrage and the laws about the public education. The antiparliamentary disputes. The crisis of the liberal state and the beginning of the fascism. The rules of the fascist State. The end of the fascism and the institutional truce. The institutional referendum and the Constituent Assembly. The origin of the Republican Constitution and the constitutional arrangement. Particular attention will be given to public and private actions implemented in Europe in the field of social policies between the end of the nineteenth century and our days.
