Obiettivi Formativi

Il corso intende fornire le conoscenze di base relative alle teorie e alle tecniche urbanistiche, e approfondire le principali disposizioni normative nazionali e regionali in materia di disciplina degli usi del suolo e di governo delle trasformazioni territoriali, tenendo anche in considerazione le linee di indirizzo europee soprattutto per ciò che concerne le questioni legate al paesaggio, e alle azioni resilienti in tema di ambiente e messa in sicurezza del territorio. Agli studenti vengono forniti gli strumenti interpretativi per leggere criticamente le relazioni tra dinamiche urbane, sia alla scala locale che a quella vasta, e pianificazione urbanistica nelle sue diverse applicazioni.

Learning Goals

The Course intends to provide basic knowledge on the theories of modern and contemporary urban planning, on the techniques of planning and design tools of the discipline. The educational objective of the course is to make students able to interpret the relationships between the processes of transformation of the city and the territory and the theories and tools of planning regulations.

Per ciò che concerne le modalità delle prove di verifica intermedie e finali, le attività del corso prevedono alcune fasi di avanzamento e relative consegne obbligatorie. Queste andranno effettuate nelle date e con le modalità che saranno comunicate dal docente (relazioni, tavole, power-point, etc.) Gli esami si svolgeranno secondo le seguenti modalità: -colloquio sugli argomenti trattati durante il corso in cui saranno valutate le capacità di apprendimento e di riflessione critica; -presentazione e discussione degli elaborati prodotti all'interno del corso.

Assessment

As regards the methods of mid-term and final evaluation, the activities of the course provide several steps and mandatory work in progress; these last will be scheduled during the courses and the modes will be communicated by the teacher (reports, tables, power point, etc.). The final exam will include: - a discussion on the theoretical topics covered during the lessons; - the presentation and discussion of the documents produced in the course during the laboratory activities.

Programma del Corso

Il corso è articolato in 3 fasi: la prima di apprendimento teorico sarà organizzata con lezioni ex-cathedra e studio individuale; la seconda di carattere teorico-applicativo sarà organizzata attraverso lezioni ex-cathedra ed ex-tempore in aula; la terza di carattere applicativo sarà organizzata attraverso attività di laboratorio. Prima fase - FONDAMENTI DELL'URBANISTICA MODERNA Nella prima parte del corso, di carattere teorico, verranno illustrati i principi e le teorie fondamentali, in relazione ai processi di pianificazione e alle principali dinamiche urbane, giungendo ad esaminare anche i processi di trasformazione che hanno interessato la città nella sua più recente evoluzione. Nelle lezioni frontali saranno trattati i seguenti temi: 1.Dal progetto urbano al piano urbanistico 2.Dal progetto della forma al controllo sull’uso del suolo 3.Il piano moderno e il governo dell’espansione urbana 4.Dal piano urbanistico ai programmi e progetti di “rigenerazione” urbana per le città resilienti. Seconda fase – STRUMENTI E TECNICHE DI PIANIFICAZIONE Nella seconda fase, propedeutica alle attività di laboratorio, saranno illustrati i principali strumenti (standard, zonizzazione, indici territoriali, parametri edilizi e urbanistici; letture di piani e analisi delle infrastrutture; principio di equità vs giustizia sociale), che compongono il bagaglio tecnico disciplinare. 1. Letture tematiche e letture interpretative del territorio e della città 2. Strumenti e tecniche di pianificazione e progettazione urbanistica. Sono previste ex-tempore in aula per applicare le conoscenze teoriche. Terza fase - ATTIVITA' DI LABORATORIO Nella terza parte verranno applicate le conoscenze acquisite attraverso le attività di laboratorio che sono finalizzate alla redazione di elaborati inerenti la lettura, la rappresentazione, l’interpretazione/valutazione di un Piano urbanistico alla scala comunale.

Course Syllabus

The Course is divided into 3 phases: the first, theoretical learning, will be organized with ex-cathedra lessons and individual study; the second, both of a theoretical and applied nature, will be organized through ex-cathedra lessons and ex-tempore activities in the classroom; the third, of applied nature, will be organized through on field research. Phase I - FUNDAMENTALS OF MODERN URBAN PLANNING. In the first part of the course, of a theoretical nature, we will discuss the principles and the basic theories related to the processes of planning and major urban dynamics, up to examining the processes of transformation that have affected the city in its most recent evolution. In the lectures the following topics will be treated: 1. From urban design to urban planning 2. From the project of the form to the control of land use 3. The modern plan and the government of the urban sprawl 4. From the urban plan to the urban regeneration programs and projects for the resilient cities. Second phase - TOOLS AND TECHNIQUES FOR PLANNING In the second phase, preparatory to the workshop activities, the main tools of the disciplinary corpus will be illustrated (standards, zoning, land indexes, urban and construction parameters; readings of plans and infrastructure analysis, the principle of equity vs social justice). In this phase the following topics will be treated: 1. Thematic and interpretive readings of territory and city 2. Tools and techniques for urban planning and design. Students are expected to develop ex-tempore activities in the classroom to apply the theoretical knowledge acquired in the previous phase. Third phase - LABORATORY ACTIVITIES In the third part students will further apply their acquired knowledge through laboratory activities, aimed at the preparation of papers, related readings, representation, interpretation/evaluation of an urban plan.
